Contract Duration- Approximately Fifteen (15) months 

Our Human Services Division is looking for a Manager to lead strategy and analytical work.  You will partner with corporate leaders and build strong relationships.  You will innovate and drive results by utilizing the power of connectivity and engagement with staff and the community.

The role… 

You will be reporting to the Director, Strategic Initiatives and will lead the development and execution of Human Services strategies, performance management and evaluation aligned to the corporate Integrated Planning Framework. 


  • Manages the strategic goals set by the Human Services Leadership Team for the department, its measurable needs and its resources while keeping in mind the goal of improving the continuum of supports and services of staff, clients and community partners
  • Plans, develops and implements section, program, divisional, departmental/corporate initiatives with significant impact on achieving departmental and corporate objectives and outcomes while also enabling the development, execution and use of a best in class performance management system
  • Providing advice and expertise and leading cross functional working groups focusing on performance measurement and program evaluation to advance Human Service’s reputation as a leader in the Region and human services sector
  • Provides specialized advice at an advanced level related to strategic planning, performance management and program evaluation
  • Liaising regularly with the Commissioner and Human Services Leadership Team to assess priorities, negotiate resources, communicate progress and deliverables.
  • Meets, evaluates and monitors outcome measures of the Human Services strategies and programs and provides recommendations on future direction
  • Provides expertise in the development of startegic plans that anticipate and respond to the growing and competing needs of Peel based on demographic research, community needs assessment and operational forecasting
  • Works collaboratively with all human services staff and corporate partners to ensure departmental strategies are implemented, milestones are tracked and measureable outcomes are achieved to ensure long term viability of human services systems
  • Creates an integrated knowledge area focused on evidence that will affect long term planning decisions to ensure all Human Services planning reflects the needs of the Department
  • Manages and develops employees which include: hiring, coaching, motivating, disciplining, assigning and delegating work, conducting performance reviews, developing job objectives, and ensuring Quality and Assurance standards are met
  • Leads and works collaboratively with others to develop, and implement planning, performance management and evaluation strategies for the Human Services department. This will include consultation with stakeholders and politicians as appropriate. Intrinsic to the success of these strategies will be the continuation of strong relationships forged with other departments, community stakeholders and other orders of government. Communication and promotion to politicians and the broader community will be critical
  • Assists the Director in responding to various corporate, community, provincial and federal proposals for strategy and service initiatives
  • Facilitates coalition building with respect to human services planning in order to deliver the most effective services to our clients
  • Develops strategic relationships with municipal peers, community leaders and Ministry officials in order to solidify long term plans and performance objectives
  • Promotes a service-oriented culture and focus and promotes teamwork and integration within the unit, division, department and with other Region of Peel staff and external parties participating in cross-functional initiatives
  • Manages projects in alignment with the Project Management Methodology
  • Develops and implements processes in line with the Corporate Process Management and Improvement methodology
  • Incorporates principles of Change Management into the development of internal policies and procedures
  • Acts as the lead on Department strategy, performance management and evaluation as well as the link to corporate Integrated Planning Framework
  • Coordinates statistical and analytical support through ongoing review and monitors stats, such as existing community resources and initiatives as it relates to the human services field
  • Promotes and models the Regional Values
  • Commits to innovation and engagement while building trust and confidence both internally and externally
  • Executes strategic initiatives in areas such as project management, process management as well as the development and execution of initiatives that support Human Services Programs in achieving organizational objectives
  • Advocates on behalf of the Department, levels of Government and with Community Groups
  • Develops and administers the operational budget for the unit. Provides input into the development of the Divisional budget and administers the Section’s budget
  • Identifies resource requirements to meet long-term operational commitments and to ensure financial soundness and viability of programs/services
  • Provides justification for the Section’s budgets for appropriate approval
  • Liaises with members of Council regarding human services issues


  • Degree in Human Services i.e. Social Sciences, Research, or Health Services
  • A minimum of five years of direct and related experience, combined with management experience
  • Membership with the Canadian Evaluation Society would be an asset
  • Experience, understanding and respect for partnering community organizations and groups
  • Thorough knowledge of project management principals, practices, techniques and tools.
  • Strong experience and knowledge of leading strategic initiatives with the ability to manage large complex projects and programs
  • Excellent communication skills in order to deliver presentations to key stakeholders and members of the public, prepare written documents, reports and key communication pieces.
  • Effective decision making abilities and its impact on the establishment and achievement of program, project and service objectives
  • Ability to interpret and evaluate information to improve existing programs or to develop new approaches or processes.  Collect, analyze performance data and make recommendations in order to improve service performance
  • Knowledge of Municipal and Provincial Human Services programs and related legislation
  • Excellent analytical and planning skills using legislation, needs review, research, statistics and root cause analysis.  Identify accountabilities, accomplishments and measurement methods to monitor progress toward goal attainment
  • Sound judgement and critical thinking is required to arrive at recommendations or conclusions to effectively manage sensitive issues

Hours of Work: 35 hours per week; Monday-Friday
