JOB SUMMARY
Responsible for ensuring the structural integrity of the physical assets of Niagara Regional Housing through the planning, supervision and administration of capital work projects, as well as through preventative maintenance programs across the owned housing portfolio.

EDUCATION

  • Diploma from a 2-year college program in Civil or Structural Engineering equivalent
  • University Education in Engineering or Business preferred

KNOWLEDGE

  • 3 years in project management and managing staff
  • 5 years in project management and managing staff is preferred

SKILLS

  • Comprehensive skills in the management and supervision of employees
  • Detailed knowledge of Ontario Building and Ontario Fire Codes, Occupational Health and Safety regulations, Workplace Hazardous Material Information Systems, the Mechanics Lien Act and local planning codes and by-laws
  • Extensive technical knowledge related to residential construction and design, property maintenance and preventative maintenance, energy conservation and building systems
  • Effective communication skills with the public for the purpose of facilitating tenant consultations
  • Detailed knowledge and ability required to estimate major construction/repair costs for residential buildings
  • Ability to read and interpret blueprints and schematic drawings

KEY RESPONSIBILITIES

Planning and directing the delivery of capital works activities, such as the tendering, RFP and RFQ processes, as well as legislative and special projects, including but not limited to:

    • Prioritizing maintenance/repairs on an annual basis for capital work projects is essential
    • Putting out proposals/contracts/tender on an annual basis for all capital works projects
    • Ensuring staff is aware of the upcoming project capital works project as well as the impact of capital investment
    • Ensuring the capital works are properly completed according to planned budget, acting as the escalation point for performance management for contractors
    • Evaluating contractor performance on an annual basis, i.e. preventative maintenance and other technical purposes
    • Ensuring correct legislation/code is followed during capital works project completion and that the impact of any changes in legislation is accessed and communicated to appropriate entities
    • Providing oversight on the work being conducted by four direct reports
    • Identifying opportunities /building the business case for new projects and auxiliary programs as needed 

Developing and managing the multi-year capital budget and annual budget, including but not limited to:

    • Advising CEO on the various budgets to ensure affordability
    • Budgeting of all capital activities with completed building condition assessments that are completed every 5 years or so to re-prioritize projects according to urgency
    • Ensuring the annual, 5-year, 10-year and 25-year capital plans are accurately completed (with a special focus on the annual and 10-year plans), tracking spend against budget on an ongoing basis and managing associated change orders as needed

Providing overall inspections and evaluating opportunities for innovation, efficiencies and intensification in NRH properties, including but not limited to:

  • Ensuring the right people are on board, inspecting the right issues, and able to make recommendations on life expectancy of major components, including HVAC system.
  • Conducting on-site inspections that were escalated on an as needed basis for health and safety issues, cosmetics, and legislative requirements for example
  • Recommending which buildings or properties have opportunities for intensification, efficiencies, rebuild, or could be considered for sale
  • Monitoring building sustainment investments to ensure that the spend does not exceed added value

WORKING CONDITIONS

  • Minimal physical demand with the exception of occasionally having to assist building staff to correct fencing, move products, etc.
