The ideal candidate is an analytical thinker with strong research skills to aid in the development of a Community for Life. In partnership with various levels of stakeholders, you will collaborate to effectively deliver and support all services required. Through research, interpretation, and analysing complex information, the PSA will develop strategic recommendations and advice in response to emerging issues.

  • Maintains comprehensive, specialized knowledge of government policies, programs and related legislation relevant to Human Services
  • Monitors, analyses, and assesses the impact of new initiatives, advises on strategic policies and operational procedures, and creates/drafts communications for the Divisional staff
  • Authors information and analytical reports (including Council reports) and creates presentations for the Director and Divisional Management Team (DMT)
  • Facilitates various meetings; divisional meetings, brainstorming sessions, validation sessions, training sessions for new business procedures and processes
  • Provides expert guidance and leadership in coordinating program support, research, analysis, guidance, financial impact and overall coordination for key events, projects and initiatives in collaboration with internal and external resources
  • Provides guidance and essential program information enabling the Directors to make informed decisions for effective program administration
  • Collaborates with the Corporate Financial Support Unit in preparation for each budget cycle
  • Ensures alignment of position management with budget approved FTE Represents the Division as required on various internal and external committees and working groups
  • Creates, analyses and interprets internal/external surveys and Strategic Planning/Environmental Scans to present findings and recommendations for strategic planning
  • Provides expert guidance to varying levels of staff, including management, through position management, Job Data, e-Job Data, e-Performance and Return to Work process; Attendance trend analysis to inform budget, operational and labour relations implications


  • Post-secondary education with at least 5 years of experience in research and strategic decision-support roles
  • Expert level research and analysis skills with proven ability to develop evidence-informed recommendations
  • Requires in depth working knowledge of Community Development methodology with an ability to work collaboratively with community stakeholders.
  • Specific knowledge of human services programs, planning, municipal government, provincial government, and community resources and services and understanding of the processes.
  • Knowledge and experience applying project management and change management methodologies
  • Well-developed communication skills, both verbal and written, with a proven ability to write for and present to a variety of audiences, both internal and external to Peel
  • Demonstrated ability to manage priorities in a context of competing demands, ensuring deadlines are met and objectives advanced
  • Proven ability to problem-solve and resolve conflict 

Hours of Work: Monday to Friday 8:30am-4:30pm 35 hours/week
