Manager, Children's Services Division 

Reporting to the Director, the focus of this Manager position will be the Early Learning and Child Care Program area. The incumbent will: 

  • Manage the Early Learning team including all human resources for the program area; oversee staff complement and day to day scheduling and supervision of staff
  • Managing, developing and evaluating direct reports by completing annual performance reviews, setting clear performance expectations, assist in goal setting and succession planning; providing support on how to coach and develop their direct reports
  • Oversee Purchase of Service Agreements, Service Description Schedules and Letters of Agreement with the early learning and child care sector within provincial legislation, regulations, standards, policies, directives and guidelines, allowing for municipal discretion where appropriate to ensure quality
  • Monitor financial resources relating to the allocation of various funding that supports the licensed child care sector: (General Operating; Wage Enhancement, Fee Stabilization and various one time funding supports as well as Special Needs Resourcing funding)
  • Maintaining and procuring supplies and equipment including capital purchases/projects and technology needs
  • Manage annual operator budget submissions and establishing per diems; and audited financial year end reconciliation processes related to funding distributed.
  • Provide support to the early learning and child care sector to promote quality early learning environments and ongoing professional development of the sector
  • Provide leadership and represent the Division at various community planning tables
  • Assist the Director by providing input into strategic planning, staffing, facility and capital budget needs to inform the 10 year financial forecast and annual budget cycle; act in the Directors absence as appropriate, attend ministry or community meetings, Committee or Council as required
  • Developing and annually updating operational policies and procedures to reflect legislative changes and directives related to the early learning program activities
  • Establish and report on Ministry service targets, and year end reconciliation
  • Establish the Quality Assurance measures and processes used to assess early learning and child care programs
  • Maintain a high level of visibility as spokesperson for the program area
  • Manage client, operator, community members etc. complaint processes
  • Manage annual evaluation processes focusing on customer service and continuous improvement 

The successful candidate will possess:

  • University Degree in Early Childhood Education or an Early Childhood Education diploma plus a University Degree in a related social sciences program; or an ECE Diploma with minimum five years' experience in a Consolidated Municipal Service Management role; provided currently working towards Degree credentials will also be considered.
  • Current registration in good standing with the College of Early Childhood Educators, with no terms or conditions
  • A valid/current Standard First Aid Certification and Infant and Child CPR Certification
  • A minimum of five years in a direct supervisory/management role with exceptional leadership skills including but not limited to organizational/time management, critical thinking and decision making, and able to embrace innovation and learning.
  • Exceptional oral and written communication skills, interpersonal, problem solving, conflict resolution, presentation and negotiation skills along with budget management and strategic planning and thinking abilities
  • Comprehensive knowledge of the various governance structures (federal, provincial and municipal), pertinent legislation related to licensing of child care programs, applicable Acts, including but not limited to: Early Childhood Educators Act; Child Care and Early Years Act, 2014; Child and Family Services Act; Ontario Works Act; Education Act and Ontario Not- for-Profit Corporations Act ; applicable policies and procedures; How Does Learning Happen
  • Comprehensive understanding of the early learning and child care sector in Durham Region and the province of Ontario
  • Comprehensive understanding of EDI data and research applications along with competent computer skills.
  • Working knowledge of: Fee Subsidy; Directly Operated Centres; Durham Behaviour Management and EarlyON programs
  • An Ontario Class G driver's license in good standing
  • A current, acceptable Criminal Reference Check with Vulnerable Sector Clearance (CRCVS)

French language skills and a Master's Certificate in Municipal Management are considered an asset.  

Management & Exempt Salary Grade 7

- Salary: $93,624 to $117,030 per annum  

Conditions of Employment

Prior to the start date, the successful candidate will be required to provide a satisfactory Police Vulnerable Sector Check dated within two (2) months from date of hire. Proof of education, qualifications and any other job bona fide requirements will also be collected.
