Director, Children’s Services 

Reporting to the Commissioner of Social Services, the incumbent will direct the overall operations of the Children’s Services Divisions inclusive of 7 Directly Operated Early Learning and Child Care Centres and Durham Behaviour Management Services.  Additionally, the Director is responsible for the management of all mandatory provincial activities, including but not limited to, Administration Fee Subsidy, Special Needs Resourcing, EarlyON child and family support programs, Wage Enhancements, Fee Stabilization, General Operating and one-time funding. 

As the Consolidated Municipal Service Manager (CMSM) the incumbent is accountable to the citizens of Durham and provides direction, leadership and support to both divisional staff and the early years and child care community. 

Designated by the Province as the Early Learning and Child Care Service System Manager the Director is responsible for the planning, managing and funding for Durham’s early learning and child care system.  In 2018, the annual budget exceeded $70 Million. 

The incumbent will:

  • Direct the implementation of Directly operated licensed Early Learning and Child Care centres and nursery school programs managed by the Region
  • Manage the provision of core services, special purpose initiatives and quality assurance for the Early Learning and Child Care system in Durham Region
  • Lead the operation of Durham Behaviour Management Services and the Early Development Instrument process
  • Provide leadership and direction to the Children’s Services Senior Management team
  • Develop, market and monitor the annual operating and capital budget for the division as well as the annual Ministry of Education (Provincial) budget and service contract
  • Represent the Region and Division with senior leadership and at various stakeholder meetings and associations
  • Develop and implement the divisional strategic plan and the Early Learning Child Care Services Plan
  • Lead the Durham Best Start Network
  • Participate as a member of the Social Services Leadership team 

The successful candidate will possess:

  • Registered Member in good standing with the College of Early Childhood Educators
  • Post-secondary degree in Early Childhood Education or related Social Services discipline
  • Strong experience working within an early childhood education program
  • Progressive management experience within a unionized environment
  • Exceptional budget and financial management experience
  • Previous experience as a Consolidated Municipal Service Manager
  • Demonstrated capability in the design and implementation of child care and early learning programs
  • Solid community development experience
  • Exceptional communication skills suitable to all audiences; children, community, staff, politicians etc.
  • Demonstrated exceptional problem solving and critical thinkingskills
  • Knowledge and experience working with French language and indigenous populations is preferred
  • Thorough knowledge of legislation applicable to Child Care and Early Learning
  • Working knowledge of the Ontario Child Care Service Management and Funding Guidelines
  • Aptitude for thinking under pressure and strong crisis management skills
  • Political acumen
  • Valid Ontario driver'slicense

Management and Exempt Salary Grade 10 

Salary: $124,562 to $155,703 perannum 

Criminal Reference and Vulnerable Sector 

A current acceptable Criminal Reference Check with Vulnerable Sector Clearance will be required for this position as a pre-condition to employment. 

Every five (5) years an update of the Criminal Reference check with Vulnerable Sector Clearance will be required.  An Annual Declaration will be required in the interim years.
