Senior Analyst, Benefits Transformation

Provide support and lead policy/program analysis of Ontario's benefits delivery system, and drive recommendations on transformation. Be part of broad stakeholder engagement (including with municipalities), and exciting cross-government initiatives, service integration, that put people first and streamline benefits delivery.

The Benefits Transformation Branch of the Strategy, Stewardship and Program Policy Division seeks to improve the delivery of Ontario benefits by taking a citizen-focused approach to benefits delivery that will make it easier for people to access income-based benefits, while ensuring programs are administered efficiently.

Note: The position may be located in either Toronto or Oshawa, based on the successful candidate's preference. Frequent travel between Toronto and Oshawa will be required.

What can I expect to do in this role?

You will:

  • research and analyze information from diverse internal/external sources and coordinate qualitative/quantitative analyses to support senior decision-making for transformational initiatives;
  • lead and contribute to analysis studies, including investigating practices in other jurisdictions to evaluate alternatives, feasibility and impact of transformation initiatives, and assesses feedback from stakeholders;
  • conduct outreach as well as provide, receive and assess specialized advice and guidance to/from stakeholders including municipalities;
  • lead projects.

How do I qualify?

Technical Expertise:

  • You have knowledge of program analysis/evaluation and research techniques and quantitative and qualitative methods to conduct research, critically analyse results and resolve issues.
  • You have statistical analysis skills.
  • You have knowledge of and experience with policy development principles/techniques and government decision-making processes to provide analysis expertise in the development of strategies.
  • You have strategic program and business planning skills to improve business processes and to understand and identify business problems and opportunities in the context of project goals and deliverables.
  • You have knowledge of Ontario or other jurisdiction's tax and benefits administration programs to assess potential initiatives, make recommendations and implement changes to policies, program delivery and program administration business processes.

Project Management and Leadership Skills:

  • You have knowledge of project management processes/methodology and can ensure project deliverables are completed within specified time frames and within budget.
  • You are able to lead project teams to deliver transformation initiatives.

Communication, Negotiation and Facilitation Skills:

  • You can effectively address a diverse range of stakeholder interests across different ministries and levels of government and facilitate discussions necessary to reach a consensus or compromise on emerging issues.
  • You can brief senior management and executives on complex issues and project status, including issues, risks and outcomes.
  • You have excellent written communication skills to prepare reports, recommendations, correspondence and various other briefing materials.

Salary Range:  $70,538 - $103,944 per year
