County of Dufferin, Senior Policy Analyst

Reporting to the Program Manager, the Senior Policy Analyst is responsible for gathering and analyzing data, conducting research, reviewing policies and evaluating their effectiveness, identifying solutions, recommending changes, and developing and revising policies.

Dufferin County Community Services is currently seeking a Senior Policy Analyst 

(Permanent Full Time) 

Reporting to the Program Manager, the Senior Policy Analyst is responsible for gathering and analyzing data, conducting research, reviewing policies and evaluating their effectiveness, identifying solutions, recommending changes, and developing and revising policies. 

Through research, interpretation and analysis of complex information, the Senior Policy Analyst will develop strategic recommendations and provide advice in response to emerging issues. The position leads and participates in the development of integrated policy within a complex social policy and decision-making environment. The Senior Policy Analyst is responsible for independently managing assigned policy development projects that focus on the review and revision of existing programs or legislation while working collaboratively with staff and service partners. 

Primary responsibilities include, but are not limited to:

  • Maintain comprehensive, specialized knowledge of government policies, programs and related legislation relevant to Human Services.
  • Monitor, analyze, and assess the impact of new initiatives, advise on strategic policies and operational procedures, and draft communications for departmental staff
  • Provide information, analytical reports and create presentations for members of the Leadership Team.
  • Facilitate various meetings; divisional meetings, brainstorming sessions, validation sessions, training sessions for new business procedures and processes.
  • Coordinate research, analysis, guidance, impact and overall coordination for key events, projects and initiatives with internal and external resources.
  • Collaborate with partners to promote and advance program policies and implementation.
  • Assist with the creation of reporting tools to track program activities.
  • Facilitate multi-stakeholder consultation to develop policy and program options and recommend approach based on evidence, legislation, and policies.
  • Develop key performance metrics, measurements, and evaluation frameworks.
  • Identify organizational needs and changes in service delivery methods using data-informed approaches and systems improvement methodologies.
  • Support the development of policies consistent with the objectives and priorities of the department and develop recommendations for program changes.
  • Conduct cost-benefit analysis and document financial impacts relating to proposed policy and program changes. 

Preferred qualifications are as follows:

  • Three year degree or diploma from a recognized university or college in Human Services, Public Administration or related area of study or an acceptable combination of education, skills and experience.
  • Demonstrated knowledge of human services programs and policies, with previous experience in Human Services an asset.
  • Exceptional research and analysis skills with proven ability to develop evidence-informed recommendations
  • Well-developed written and verbal communication skills
  • Demonstrated mathematical and analytical skills.
  • Strong computer, software and internet skills in a Windows environment
  • Access to reliable transportation
  • Must provide a clear criminal reference check with vulnerable sector.
