Department Manager, Capital Retrofit and Construction Project Management Services, Toronto, ON 

Housing Services Corporation (HSC) is a non-profit organization that is committed to ensuring that Ontario residents have access to safe and affordable housing. 

This role leads, develops and manages the marketing, delivery and operations of the technical services department. Leading a highly skilled team made up of technical project managers, procurement manager and operations manager, this role ensures the smooth flow of internal communications from the project proposal stage through to completion.  Reporting into the Chief Operating Officer, this role is responsible for quarterly reporting on project and budget status, as well as new marketing opportunities and the status of current partnerships and relationships with clients and sector organizations.  This role is expected to think strategically of opportunities to improve upon and expand current program and services which have been successfully offered in the social housing sector for 10 years as well as develop the necessary business relationships to drive those opportunities. 

Please note this department specializes in retrofit projects, not new builds.

Marketing and Business Development:  40% of the time

  • Develops marketing and business development strategies and promotes and maintains effective working relationships with service managers, housing providers, and sector organization partners.
  • Using tools such as Asset Planner and the CHF Canada Refinancing Program proactively identifies potential clients and conducts outreach to build relationships and markets HSC’s services.
  • Represents HSC and the Department at sector meetings and events
  • Presents at sector events and meetings on the value of HSC technical services offerings
  • Responds to RFPs and Calls for Proposals on behalf of the department
  • Organizes individual meetings with housing providers in order to scope projects and/or present proposals for services. 

Department Management:  30% of the time

  • Manages a team in the successful delivery of technical services to the housing sector, including undertaking business planning, performance reviews and HR management
  • Manages and supports the development of the budget for the department
  • Oversees the projects managed by the department, ensuring effective project management and customer satisfaction
  • Participates in weekly status update meetings and follows up on issues
  • Monitors budget take up and ensures project costing methodology is reviewed and updated as required
  • Working with the Operations Manager, reviews project schedules and budget projections and develops regular reports to senior management and the Board of Directors on variances and implications of those variances
  • Reviews project scope and costing and recommends approval for all new technical project work
  • Supports the development of the strategic plan for the Technical Services group
  • Manages the business performance of the department to ensure long term viability and to build customer satisfaction and value
  • Ensures compliance of the department to all relevant legislation and regulations; including the Ontario Building Code, National and Provincial Fire Codes, Technical Standards and Safety Authority (TSSA), Construction Standards Association, Ontario Occupational Health and Safety Act (OHSA), Workplace Hazardous Materials Information Systems, Accessibility for Ontarians with Disabilities Act (AODA) and other related legislation
  • Provides technical advice and expertise and uses standard engineering principles and practices to assist in the operation and delivery of the departments programs and services to clients 
  • Supports the team though conflict resolution and problem solving. 

Capital Program Management:  30% of the time

  • Provides technical advice and support to housing providers and municipal service managers regarding capital planning and the delivery of capital projects
  • Assists housing providers to retain consultants to undertake building condition audits, energy condition audits, project design, call for bids, retain contractors and contract administration of capital projects
  • At the request of providers, oversees or manages the delivery of capital projects from project design through the bid process to recommendation for contract award
  • At the request of providers, oversees or provides contract administration services including recommendations regarding change orders, project scheduling, progress payments, the determination of substantial performance and the release of holdback funds
  • Assists in the development and application of the tools, templates, and guidelines necessary to coordinate efforts of the housing sector with regard to developing and implementing preventive maintenance programs.

Desired Skills and Experience: 

The successful candidate will have excellent interpersonal and communication skills in order to provide support and advice to housing providers.  The candidate will have strong organizational skills and should be able to effectively manage multiple projects, priorities and tasks. 

We are looking for a candidate with the following:

  • Post-Secondary education in engineering or related field. 
  • Professional Engineer (P.Eng.) designation with the Professional Engineers Ontario (P.E.O.)
  • Project Management Professional  (P.M.P.) designation is a nice to hav
  • Ability read, interpret and report on engineering plans and drawings, specifications, correspondence and reports.
  • Excellent  communication, presentation and interpersonal skills
  • Ability to communicate effectively both verbally and in writing at all organizational levels
  • Ability to effectively communicate technical information to a variety of audiences.
  • Ability to travel to client sites across Ontario
  • Minimum 5 – 10 years of experience in the managing capital construction projects, renovation, repair and new construction
  • Knowledge of the relevant federal, provincial and engineering legislation, regulations, standards, codes and by-laws pertinent to development and renovation of buildings
  • Ability to collaborate and work effectively with a multidisciplinary team
  • Ability to plan, supervise and direct the work of staff
  • Experience in the preparation of “Order of Magnitude: and “Definitive” estimates related to capital repair, replacement and rehabilitation
  • Experience and knowledge in all aspects of building condition assessments
  • Highly developed conflict resolution and problem solving skills
  • Must have a valid Province of Ontario Class G Driver’s License
