Reporting to the Manager Program Support, the Senior Project Manager, Family and Income Stability is responsible to oversee and facilitate the successful implementation of projects related to the implementation of the local Ontario Works Service Plan, including but not limited to ongoing community assessment, the Equity, Diversity, and Inclusion strategy and achievement of MCCSS Performance Targets within the context of evolving provincial direction. Through data analysis and research of best/emerging practices the incumbent will develop and implement project management, implementation, and evaluation processes to support service delivery and ensure compliance with provincial legislation, regulation and local policy.
The incumbent will liaise with other service system managers, community agencies, academia and other city departments while working with the applicable Provincial and Federal Ministries to facilitate jurisdictional scans, best / emerging practice reviews, and grant / funding opportunities. Through solid project and change management practices, the incumbent will engage with staff and stakeholders to implement Service Plan goals and emerging initiatives supporting the coordination, administration, and oversight of provincial and federal service contract requirements for all aspects of social assistance.
The incumbent will develop policy, procedures, implementation strategies, and evaluation processes and related systems to support service system management and service delivery while ensuring compliance with federal and provincial legislation and regulations and local policy.
- Leads projects to develop and implement new / emerging initiatives to support the local Ontario Works Service Plan.
- Lead the planning, development of scope of work, research and analysis, projection of funding estimates, preparation of applicable competitive process procurement of services, conflict resolution, successful completion and program/project evaluation
- Prepare funding forecast models and provide recommendations for service system management (system expansion and capital grants) using funding allocations and guidelines
- Communicate status and project updates, develop Council Reports, internal/community partner reports, briefing notes, and other communications
- Meet with internal and external stakeholders to review project plans, coordinate with teams and departments regarding guidelines, and present project initiatives to senior executives.
- Develop local service system management processes, guidelines, and accountability tools to support contracted third parties (e.g., counselling and assessment) in delivering on shared priorities and outcomes
- Develop processes, guidelines, accountability tools, and resources to support staff, stakeholders and system partners in delivering on shared priorities and outcomes
- Develop responses to proposed Ontario Works legislative and regulatory guidelines, directives, frameworks and policy changes as well as provides recommendations and analysis for local policy development regarding emerging issues affecting service delivery.
- Using a thorough understanding of current and emerging Ontario Works reporting tools (SAMS and included Cognos Reports, PowerBI, etc.) develop necessary reporting structures and provide data analysis to evaluate service initiatives and determine emerging issues
- Provide subject matter expertise on projects for internal and external partners, facilitating stakeholder engagements, participating on working groups/committees, liaising and consulting with other service managers, community and provincial partners as required
- Develop internal tools and resources and provide training for Ontario Works staff as may be applicable
- Research, analyze and seek out subject matter expertise through regional / provincial / national colleagues
- Support strategic planning, completing environmental scans and needs assessments, leading public / stakeholder engagement, consultation, collaboration and training
- Ensure projects and scope are aligned with other city services and initiatives
- Apply knowledge of the Ontario Works Act and Provincial Guidelines/Directives / Policies/ Frameworks to align with service delivery requirements
- Develop communication materials for project and program rollouts
- Represent the City of Brantford to stakeholders, colleagues and representatives at local, regional, provincial, and federal tables, supporting the establishment and maintenance of long-term relationships
- Coordination, administration, and oversight of third party contracts and agreements with external partners delivering social assistance programs on behalf of the Service Manager
- Through data analysis, evaluate third party contracts results in accordance with local Service Plan goals
- Proactively identify and manage contract risks to meet organizational obligations and achieve the planned outcomes of the contract
- Analyze budget compliance, financial reporting and accountability documents for external agencies and service delivery partners
- Prepare plans, anticipate funding opportunities and respond to evolving provincial direction and Council, Corporate and Community priorities
- Work with consultants as required
- Monitor and review business processes, legislation, regulations and guidelines, as well as broader trends within the local community, assess the need for improvements and formulate policies / for the effective management of the Ontario Works system ensuring consistency of program and professional standards and practices, and compliance with federal and provincial legislation, municipal policy and regulations, applicable standards
- Perform other duties as assigned
QUALIFICATIONS
- University degree from a public post-secondary institution specializing in business / public administration or human services/related discipline with a strong focus in business/public administration, PLUS at least 5 years’ job-related experience.
- Strong knowledge of performance measurement to ensure evaluation and continuous improvement is built into all implementation frameworks
- Experienced in contract administration and management with external parties for the delivery of services.
- Strong foundation in research, analytical, program planning and policy development and implementation and strategic and project planning.
- Demonstrated experience in forming strong relationships to work with community partners.
- Knowledge of social assistance system, relevant legislation and funding programs.
- Knowledge of Project Management principles and practices, with the ability to execute complex and multi-year policies and plans.
- Solid knowledge of community planning.
- Experience in applying change management principles and methodologies and the ability to lead, manage and support change as well as influence and motivate internal and external stakeholders.
- Highly developed communication skills, both oral and written; proven ability to present to and facilitate discussions with various audiences both internal and external.
- Superior organizational, facilitation, consultative, presentation and problem-solving skills.
- Advanced knowledge of relevant software programs, spreadsheet applications, computerized accounting systems and all current office productivity software
- Knowledge of technology systems used to support the delivery of social assistance and of provincial/federal financial information systems, including advanced knowledge of SAMS and all included reports and PowerBI. Knowledge of TPON is highly beneficial.
- Proficient in preparing proposals, contracts, work plans, evaluation frameworks
- Excellent interpersonal skills, tact and diplomacy and the ability to interact with a broad sector of people to lead a complex collaborative project.
- Strong multi-tasking and decision-making skills, the ability to work independently as well as a member of a team and demonstrated ability to think critically, analyze and evaluate data for planning purposes.
- Experienced in computer applications including MS Office, MS Project, Excel.
- Valid G class driver s license and access to a reliable vehicle.
- Criminal reference check with vulnerable sector clearance.
- Must possess thorough knowledge of current relevant Legislation, Directives, Standards, Acts, and related Provincial frameworks.

WAGE/SALARY RANGE: $46.44 to $58.05 per hour (based on a 35-hour work week) plus benefits
