POSITION SUMMARY:

Responsible for overseeing the delivery of two Programs for the Oxford County Human Services department including Ontario Works and Community Housing in an integrated work environment. Develops and implements community-based partnerships across sectors for the effective and efficient delivery of these programs.

KEY ACCOUNTABILITIES:

  • Provides direct supervision of Human Services Caseworkers and the Program Integrity Worker while overseeing the following services:
    • ·       Provides leadership in assisting in the development, review and promotion of an integrated philosophy, objectives and policies and procedures in compliance with various Acts for the delivery of Ontario Works and Community Housing Services.

      ·       Actively participates as a member of the Extended Management Team, working to support a department strategy and vision that is supportive and complementary to the County’s Strategic Plan, Future Oxford Community Sustainability Plan, Safe and Well Oxford Plan, internal policies, and applicable legislation, to meet service excellence standards and uphold Oxford’s vision, mission, and values.

      ·       Operates in accordance with the mandates of the Ontario Works Act/Regulations, the Ontario Disability Support Program Act, Housing Services Act, Family Responsibility and Support Arrears Enforcement Act, County of Oxford Corporate Policies and Procedures and Integrated Accessibility Standards and other applicable provincial Acts.

      ·       In accordance with County standards and applicable legislation and regulations; assists the Manager of Human Services with the development, implementation and auditing of departmental policies and procedures as they relate to front line Human Services programs and client integrity.

      ·       Provides departmental and Ministry consultation on such issues as program eligibility, Service Delivery Model Business Processes, the Ontario Works Technology (SAMS), Yardi Housing Waitlist and Housing Tenant Management Systems (Yardi-Voyager and Rent Café and Voyager)) and various other computer applications.

      ·       Oversees and is responsible for the reconciliation of social assistance payments (payment recalls, payment traces, stop payments) in the Human Services Scotiabank Business Account.

      ·       As directed by the Manager of Human Services liaise with family members, internal staff, community stakeholders, Provincial Ministries, community organizations, and the public as necessary and appropriate.

      ·       Direct supervisory responsibilities includes monitoring performance as well as  attendance management, coaching, training, conducting regular staff meetings with direct reports, employee and/or labour relations, mentoring and professional development of unionized staff in collaboration with the Manager.
      ·       Receive and resolve service-related complaints, concerns and questions in a timely and responsive manner. This may include the de escalation of hostile and difficult persons in dangerous situations which could result in collaborating with security and police for a safe outcome.  Refers and escalates to the Manager or Director as necessary.
      ·       Prepare council reports, policies, and related correspondence as required.

      ·       Supports the development of annual budgets, and business plans for the Human Services Department;

      ·       Understanding of role specific health and safety responsibilities, and ensures compliance with internal and external safety policies, procedures, and legislation, including the Occupational Health and Safety Act, and completes incident reports in a timely manner.
      ·       Ensures compliance with the terms of the Collective Agreement and provides input into labour negotiations.

      ·       Approves social assistance funerals as needed for social assistance recipients as well as Warrants to Dispose for those that are unclaimed.

      ·       May be required to act as a back-up for the Manager of Human Services in their absence.

      ·       Performs other duties as assigned

 Minimum Qualifications:

  • Post-secondary education in Social Work or related discipline.
  • An equivalent combination of education and experience may be considered.
  • Demonstrated experience planning, organizing, and implementing Ministry-funded programs.
  • In-depth knowledge of relevant legislation, statutes and regulations related to Ontario Works Act, Housing Services Act, in addition to general knowledge of legislation for other Human Services program areas.
  • Ability to demonstrate the required competencies for this position in alignment with Oxford County’s competency framework.
  • Strong analytical skills with a focus on interpreting legislation, policies/procedures and developing/implementing effective responses/solutions.
  • Excellent communication, interpersonal, facilitation, and presentation skills with demonstrated proficiency in handling politically sensitive matters, diverse clientele, and internal and external stakeholders.
  • Demonstrated ability to collaborate with internal and external partners to deliver programs, services and outcomes.
  • Demonstrated ability to foster teamwork, lead and empower teams and guide effective project development, delivery, and evaluation.
  • Proven organizational and interpersonal skills with the ability to deal quickly and effectively with sensitive and confidential information.
  • Exceptional relationship building skills and outcome-based approach problem solving skills.
